Arch Coal laying off 750 workers in Appalachia

LOUISVILLE, Ky. (AP) ? One of the world's largest coal producers said Thursday it would lay off about 750 workers in the Kentucky, Virginia and West Virginia coalfields, the latest setback for an industry struggling to sustain market share as utilities switch to cleaner and cheaper alternatives to generate electricity.

The bulk of the cuts by Arch Coal Inc., almost 600, are in Kentucky. The disappearance of high-paying mining work heightened anxiety in hardscrabble Kentucky towns where officials worried declining demand for coal would result in leaner budgets and more people on unemployment rolls.

"This is just a start, I think," said Dennis Ray Noble, the judge-executive of Perry County, which he estimated has lost about 30 percent of its mining jobs in the last year and the jobless rate is 12.4 percent.

The St. Louis-based company said its subsidiaries would close three higher-cost mining complexes and associated preparation plants: two in Kentucky and one in West Virginia. It will temporarily idle another complex in Kentucky and curtail production at other facilities in the three states. The company accounted for 16 percent of the coal production in the U.S. in 2010.

The layoffs come amid forecasts that the share of U.S. electricity coming from coal will fall below 40 percent for the year ? the lowest level since the government began collecting data in 1949. Four years ago, it was 50 percent. By the end of this decade, it is likely to be near 30 percent.

"Current market pressures and a challenging regulatory environment have pushed coal consumption in the United States to a 20-year low," Arch President and CEO John W. Eaves said in a news release announcing the layoffs.

Eaves said the company regrets the impact on its employees and their families and communities, but said the decision was necessary "to weather the current downturn and to position the company for long-term success."

Arch said the reductions would trim its thermal coal production by more than 3 million tons annually. It said it continues to expect thermal coal sales volume in the range of 128 million to 134 million tons for 2012.

Meanwhile, the company said it is putting more emphasis on higher-margin metallurgical coal operations in the region.

The job losses come as utilities increasingly switch from coal to natural gas, which has become cheaper as supplies grow. Natural gas' advantages over coal include producing fewer emissions of toxic chemicals and gases that contribute to climate change.

From Kentucky courthouses to Congress, officials blamed tougher environmental rules for coal's woes and the resulting job losses.

"I think they saw the writing on the wall that it's getting too difficult to operate at a profit," Knott County Judge-Executive Randy Thompson said of the Arch layoffs.

He said about 250 jobs will be lost from his county, which had a 12.5 percent jobless rate in May. Meanwhile, coal severance tax revenues are dwindling, putting more strain on the local budget to keep up with demand for services.

Republican U.S. Rep. Harold "Hal" Rogers, who represents the eastern Kentucky coalfields, said a mild winter, low demand for thermal coal and cheap natural gas prices have factored into the coal industry's struggles. But he said President Barack Obama's administration is also culpable because of deadlocked mining permits, rule changes and "crippling" regulations on power plants.

"The Obama administration has continually kicked the industry while it's down and shown total disregard for the people of our region," Rogers said.

Power plants that burn coal produce more than 90 times as much sulfur dioxide, five times as much nitrogen oxide and twice as much carbon dioxide as those that run on natural gas, according to the Government Accountability Office, the regulatory arm of Congress. Sulfur dioxide causes acid rain; nitrogen oxides cause smog; and carbon dioxide is a so-called greenhouse gas that traps heat in the atmosphere.

A pair of clean air rules enacted by the Environmental Protection Agency over the past year tightens limits on power-plant emissions of sulfur dioxide and nitrogen dioxide, and place new limits on mercury, a poison found in coal. This will force between 32 and 68 of the dirtiest and oldest coal plants in the country to close over the next three years as the rules go into effect, according to an AP survey of power plant operators conducted late last year.

In what could be an even bigger environmental blow to coal, the EPA in March issued guidelines that could limit greenhouse gas emissions from new power plants.

Robert Ukeiley, an environmental lawyer in Berea, Ky., said it's ridiculous to blame environmental regulations for the coal industry's struggles. He said those rules are "completely reasonable," have been decades in the making and are a "moral no-brainer."

"The fact is that cheap coal in central Appalachia has been mined out," he said. "That's just a fiscal fact. There is no politician who can change that or scapegoat anybody."

Remaining coal supplies tend to be more expensive to extract and aren't as profitable, he said.

"Central Appalachia would be experiencing almost as much decline in coal mining even if we had the most anti-environmental president of our history in place," Ukeiley said.

The EPA said in a statement that coal is still expected to generate more of the country's electricity than any other fuel source. It pointed to low natural gas prices, low electricity demand and rising coal prices as factors in reducing demand.

"Market conditions in the power sector are driving business decisions that are completely independent from these long-overdue toxic pollution standards, which power plants do not need to meet until 2016," the agency said in the statement.

China astronauts complete successful space docking

BEIJING (Reuters) - Chinese astronauts carried out a manned docking with an experimental space module on Monday, the latest milestone in China's ambitious campaign to build a space station.

The Shenzhou 9 and its three-person crew, which includes China's first woman in space Liu Yang, linked with the Tiangong (Heavenly Palace) 1 module, with state television showing the pictures live.

Almost three hours later, the blue jumpsuit-wearing mission commander, Jing Haipeng, entered the module followed by colleague Liu Wang and Liu Yang, the first time China has been able to transfer astronauts between two orbiting craft.

Rendezvous and docking exercises between the two vessels are an important hurdle in China's efforts to acquire the technological and logistical skills to run a full space lab that can house astronauts for long periods.

During the 13-day mission, the astronauts will work and sleep aboard Tiangong 1, a trial module that includes an exercise bike and a video telephone booth, according to media.

The mission has been accompanied by a blaze of national pride and has been given blanket coverage by state media, down to discussion on how flying a space ship is a bit like driving a car and how the astronauts will be able to spice up their food with chilli sauce.

China is still far from catching up with the established space superpowers, the United States and Russia. The Tiangong 1 is a trial module, not the building block of a space station.

But the docking mission is the latest show of China's growing prowess in space and comes while budget restraints and shifting priorities have held back U.S. manned space launches.

This is China's fourth manned space mission since 2003 when astronaut Yang Liwei became the country's first person in orbit.

The United States will not test a new rocket to take people into space until 2017, and Russia has said manned missions are no longer a priority.

But NASA has begun investing in U.S. firms to provide commercial spaceflight services and is spending about $3 billion a year on a new rocket and capsule to send astronauts to the moon, asteroids and eventually to Mars.

China plans an unmanned moon landing and deployment of a moon rover. Scientists have raised the possibility of sending a man to the moon, but not before 2020.

Antidepressants in drinking water may contribute to autism

Low levels of antidepressants and other psychoactive drugs in water supplies can trigger the expression of genes associated with autism ? in fish at least.

The use of antidepressants has increased dramatically over the past 25 years, says Michael Thomas of Idaho State University in Pocatello. Around 80 per cent of each drug passes straight through the human body without being broken down, and so they are present in waste water. In most communities, water purification systems cannot filter out these pharmaceuticals. "They just fly right through," says Thomas, which means they ultimately find their way into the water supply.

The concentration of these drugs in drinking water is very low ? at most, they are present at levels 100 times lower than the prescription doses. But since the drugs are specifically designed to act on the nervous system, Thomas hypothesised that even a small dose could affect a developing fetus.

Thomas's group created a cocktail of the anti-epileptic drug carbamazepine and two selective serotonin uptake inhibitor (SSRI) antidepressants, fluoxetine and venlafaxine, at this low concentration. They exposed fathead minnows (Pimephales promelas) to the drugs for 18 days, then analysed the genes that were being expressed in the fishes' brains.

Although the researchers had expected the drugs might activate genes involved in all kinds of neurological disorders, only 324 genes associated with autism in humans appeared to be significantly altered. Most of these genes are involved in early brain development and wiring.

The finding fits with previous research which had found that pregnant women who take SSRIs are slightly more likely to have autistic children. (Archives of General Psychiatry, DOI: 10.1001/archgenpsychiatry.2011.73).

To test whether these changes actually altered the fish's behaviour, the researchers did an experiment in which they startled the fish. Fish exposed to the drugs tended to panic and behave differently from a control group of fish.

Thomas emphasises that the research is very preliminary ? there's no need for pregnant women to worry about their drinking water yet, he says. The researchers next plan to study whether the drugs have a similar effect in mammals. They are testing this by lacing the drinking water of pregnant mice with the low-concentration cocktail. They are also studying water supplies in areas around the country where there are particularly high concentrations of drugs to determine whether the fish ? and people ? in these areas have autism-like gene expression patterns.

DUBLIN, Ohio (AP) ? Tiger Woods was at his best Sunday at the Memorial. He hit nearly every shot just the way he wanted, worked the gallery into a frenzy with one last charge over the final hour and left everyone buzzing ? especially Jack Nicklaus ? with a shot they will talk about for years.

Better yet was the timing of his 73rd win.

Woods tied Nicklaus for career PGA Tour victories at the tournament that Jack built. And the 14-time major champion suddenly looks equipped to resume his chase of another Nicklaus mark that is more significant ? 18 major championships.

The U.S. Open starts in 11 days.

With a chip-in that even Woods called one of the toughest shots he ever made, he birdied three of his last four holes to close with a 5-under 67 and turn a two-shot deficit into a two-shot victory over Rory Sabbatini and fast-closing Andres Romero.

Coming off a two-putt birdie on the 15th, Woods hit 8-iron over the green at the par-3 16th and into an impossible lie. It was buried in deep rough, the pin 50 feet away along a ridge. Woods hit a full flop shot, hopeful to give himself a reasonable putt for par. Far more likely was the ball going short and down a slope away from the pin, or coming out too strong and rolling into the water.

No one was thinking birdie, not even Woods, until he took two steps and delivered an uppercut when the ball fell in the right side of the cup.

Nicklaus was gushing from the broadcast booth. "The most unbelievable, gutsy shot I've ever seen," he said.

"Under the circumstances ? the circumstances being Tiger has been struggling ? it was either fish or cut bait," Nicklaus said later. "He had one place to land the ball. He's playing a shot that if he leaves it short, he's going to leave himself again a very difficult shot. If he hits it long, he's going to probably lose the tournament. He lands the ball exactly where it has to land. Going in the hole was a bonus. But what a shot!

"I don't think under the circumstances I've ever seen a better shot."

Woods, who finished at 9-under 279, won the Memorial for the fifth time. At age 36, he is 10 years younger than Nicklaus when the Golden Bear won his 73rd tournament at the 1986 Masters. Sam Snead holds the PGA Tour record with 82 wins.

It was vintage Woods at Muirfield Village, the fifth course where he has won at least five times. And it was the perfect way for him to end his worst stretch as a pro. After winning at Bay Hill in March, he tied for 40th in the Masters, missed the cut at Quail Hollow and tied for 40th at The Players Championship.

Asked about the endless chatter about whether his game is back, Woods eventually sighed and said, "I'll let you guys figure that out."

Woods won for the second time this year and moved to No. 4 in the world.

This was more impressive than his five-shot win in the Arnold Palmer Invitational at Bay Hill in March, when he had a one-shot lead going into the final round on a course where he could get by with par. The Memorial required much more work, especially when he had to go after birdies on the back nine.

And that's what he did.

Woods reached the par-5 15th into the wind in two shots to set up a two-putt birdie and get within one shot of Sabbatini. But just like that, it looked as if his chances were over when his 8-iron bounded through the green and into a tough lie behind the green.

"I had to take a cut at it because the lie wasn't as great," he said. "I went for it. I pulled it off. And for it to land as soft as it did was kind of a surprise, because it was baked out and it was also running away from me. It just fell in. I didn't think it was going to get there at one point."

Sabbatini didn't need to see it. He was on the 15th green, scrambling for par, when Muirfield Village shook with the loudest roar of the day.

"I knew something was going on up in front," said Sabbatini, who shot 72. "I was really just trying to focus on my own game, and the only thing I could do was control what I was doing. I knew that I was going to have to put a good number up there."

The South African hit his tee shot into the right bunker on the 16th, the third-hardest hole Sunday that yielded only four birdies, and then blasted out to just inside 15 feet and took bogey to fall one behind.

That was all Woods needed.

From the middle of the 18th fairway, with Nicklaus watching from behind the green, Woods hit 9-iron to the perfect spot on the back of the green, where it caught the slope and rolled to just inside 10 feet for the final birdie of a masterful finish.

Fittingly, Woods raised the putter in his left hand before the fall disappeared into the cup. That was the pose Nicklaus struck so often in his career, and this win was all about Woods and Nicklaus.

It was a hard-luck finish for Sabbatini, who has a long history with Woods for brazen comments that always backfire on him. He didn't get many breaks, but kept his patience throughout the final round and still had a chance until he failed to take advantage of a big drive on the 17th, having to save par from a bunker.

Spencer Levin, who had a one-shot lead going into the final round, lost the lead to Sabbatini with a two-shot swing on the par-3 12th, then took double bogey on the next hole to fall from contention. He closed with a 75, the same score he shot in the final round at Phoenix when he had a six-shot lead.

That was nothing compared with Rickie Fowler, who played in the second-to-last group with Woods to help generate an enormous gallery. Fowler opened with a birdie, and his day fell apart after that. With a double bogey on the last hole, he closed with an 84. The only consolation for Fowler was getting a front-row seat to a comeback remarkable even by Woods' standards ? especially the chip-in on the 16th. Fowler said a good shot would have been anywhere around 10 feet.

"It came out perfect, landed right on the crown of that ridge there, and the rest is history," Fowler said. "I mean, he loves being in the moment, and that's where he kind of gets down, focuses and hits those shots. It was fun to see."

It was the second time this year Woods has won in his final tuneup before a major. He won Bay Hill, but then tied for 40th at the Masters. The U.S. Open at Olympic Club starts on June 14, and Woods would be quite happy to take the game he had Sunday to San Francisco.

"That was some good stuff out there," Woods said. "I never really missed a shot today."
