"The Monsoon Mission programme launched by my Government will enable us to significantly improve monsoon prediction for the benefit of our farmers," President Pratibha Patil said in her address to the joint sitting of Parliament.
Patil said over 40 per cent of farmers across the country will be covered under the agro-meteorological services in the 12th Plan period from the 10 per cent at present.
Integrated ocean information advisory services will be extended to 90 per cent of coastal fishermen in our country, the President said.
"The key objective of the monsoon mission is to fix a monsoon forecasting model for the nation," officials said.
Though the focus will chiefly be on seasonal forecast, the mission will include aspects of short (up to 3 days) and medium-range (up to a week) predictions as well.
After a brainstorming session last year, scientists decided to use the Climate Forecasting System of the US-based National Centre for Environmental Prediction (NCEP) and the UK Met Office model for forecasting monsoon.
"But these models need to be improved greatly through a coordinated effort," they said.
Nearly 100 weather scientists, including at least 25 from other countries, are expected to fine-tune these models to Indian conditions with an aim to develop a model for India.

There may not have been any bullets flying, but soldiers involved in a military exercise early Friday morning acted as if there could be as they stormed the beach at Rocky Point.
All three elements of the Canadian Forces ? army, navy and air force ? were working together to get troops from ship to shore as part of the large scale operation. HMCS Ottawa and Regina from CFB Esquimalt monitored the action from the Georgia Straight, along with the submarine?Victoria.
The Canadian Navy has been engaging in anti-submarine and anti-warfare exercises and for this exercise worked with the army to practice a beach landing. In total more than 1,000 personnel from Canada and the U.S.A. are taking part in exercises, although just 39 troops landed on the beach at the Rocky Point ammo depot in Metchsoin on Friday.
Major Stewart Parkinson of the Canadian Scottish Regiment planned the ground forces element of the exercise. He said that exercises such as this help soldiers to learn to work in partnership with other divisions of the military and in a scenario that, while rare in recent times, has played out in many conflicts throughout history, including the D-day landings in the Second World War.
?It?s a good, worthwhile experience,? Parkinson said. ?They?re good operations. They create a sense of cooperation, adds to the infantry?s ability to be flexible, adaptable and agile, which we need to be.?
Friday?s scenario involved Canadian troops landing on the beaches of the friendly country ?Kumar? to take out an objective that has enemy intelligence.
The Canadian Forces? 39 Brigade Group, made up of soldiers from all over B.C., landed in waves, first to secure the beach and then to unload more troops and equipment. With no opposition forces, the operation went smoothly and with little fanfare.
On Saturday, as a further part of the exercise, troops will be performing reconnaissance missions and then storming an ?enemy? outpost to liberate ?VIPs? and bring them to safety. Troops also took part in a drill that had them load on to helicopters from land and then jump into the sea to get back to ships.
U.S. Navy ships Ford and Rentz from Everett, Wash., and San Diego, Calif., are also taking part in the naval exercises, which run until March 16.

As it gets harder and harder for aspiring authors to get their books picked up by traditional publishing houses, more and more bloggers are finding publishers simply coming to them with contracts in hand. If you keep up with books at all, you know that agents and publishers have picked up several author?s blogs and made them into books since about 2005. For example, Julia & Julia, PostSecret and Stuff White People Like all appeared as blogs before they became books. Of course, Julia & Julia also became a hit movie.
For this reason, I decided to begin blogging a book about how to blog a successful book?a book that might be found by an agent or acquisitions editor trolling the Internet for publishable fodder.
When asked why I would even consider blogging a book about how to blog a book I replied, ?I?m doing it because blogging a book represents a great idea.? It?s true! In the Internet Age?and given the current state of traditional publishing?writers have to become more creative. They have to take their careers into their own hands. They have to become their own PR representatives and promotion and marketing directors. They have to start their own publishing companies. They have to take advantage of the current technology.
I wants to encourage other writers to begin blogging their books. Even if their books aren?t discovered, doing so provides a great way to actually get a book written. I started blogging a book that I?ll complete in less than four months. I never write more than about 500 words per day; on average my posts have only 200-300 words.
Plus, the price is right. Some bloggers may choose to have a hosted blog, paying about $100 per year. Others may start out with a free blog, which means their start up cost is zilch! And each time they hit the ?publish? button on their blogging software (which is free), they self-publish content for free.
Additionally, if a blogger writes good copy and promotes the blog well, he or she might actually gain more readers than with a traditionally published book. One of my blogs, gets about 1,750 unique visitors per month. Other bloggers get millions of readers per month, but if I published a traditional book, I wouldn?t likely sell 100 books in a month. The average nonfiction book sells between 250 and 1,000 copies in its lifetime, let alone in a year. I reach more readers with my blog than I would with a book in a bookstore. That?s a great reason for any aspiring author or writer to want to blog a book or simply to blog.
Blogs constitute one of the best ways to build the coveted writer?s platform. In the past, going out and speaking to audiences provided writers with that platform. Today, you can build one from the comfort of your home. I?m not saying that a writer?s platform doesn?t benefit from some talks given here and there; it does. However, a blog read by thousands of people each day goes a long way towards impressing a publisher or selling your self-published book.

?
After arming yourself with saltwater fishing licenses, you can gather all the equipments for saltwater fishing like saltwater fishing reels, hooks, sinkers, swivels, baits, traps, rods and floats.

Nowadays, these hooks are designed in ways so that they can hold all sorts of baits, whether live or artificial. To become an expert in this sport, it is essential to assimilate all the saltwater fishing tips that you can from experienced anglers.?
It is very necessary to change your bait according to the fish you are going after. For beginners in saltwater fishing, cut bait is the most common choice, as this is considered to be the simplest way to learn this art. This is mainly because there are no specific methods involved in it and you will not have any wriggling bait trying to escape the hook and distracting your attention in the bargain.

Rick Brinneman has been a car nut since he was 6 years old. At 15 he bought his first car with his own money. By the time he graduated high school he had owned a total of 10 different classic cars, but never more than three at a time.
?I started collecting vintage oil company and car dealership advertising pieces approximately 17 years ago,? says Brinneman. ?We?d just bought our house and I wanted to do ?something? of my own in the garage.? Inspired after cleaning out his grandmother?s garage, he brought home a vintage Empire State Motor Oil can. This tin lithograph had graphics of the Empire State Building, an old single wing airplane, and three vintage race cars along the bottom edge of the front of the can. Fascinated, he built a shelf and began lining it with collectibles.
Brinneman buys, sells and trades. ?When I first started collecting I had a very limited budget, sometimes only being able to spend $40 on a sign,? he says. ?Plus, I wasn?t comfortable or knowledgeable enough to know what was ?real? or what was a fantasy/reproduction piece. It?s always ?buyer beware? and new collectors should always ask a lot of questions.?
Over time he found ways to add to his collection, including eBay. ?I?d go junking (today?s equivalent of American Pickers) or go to garage sales and find items to sell to help fund my hobby,? says Brinneman. Treasure hunting became a lifelong hobby. ?I bought my first metal detector with my own money when I was just 9. I?d look for coins (another early collection) and dreamt of finding a huge ?hoard? of silver or gold.? Brinneman was also influenced by his great uncle Johnny Paul, an original member of the Beer Can Collectors of America BCCA club. ?At one point he had 7,500 unique beer cans in his collection,? says Brinneman. He?d come to town and we?d go junking. This was in the early ?70s.?
?Automobilia? is a term given to anything collectible relating to classic or vintage automobiles. It includes old car dealership signs, early hood ornaments, old automotive display advertising, old auto related matchbooks, lighters, car dealership promo cars (1/24th scale plastic model cars given out by car dealerships), vintage car parts used for display (some examples include steering wheels, hub caps, radiator caps, shifter knobs, oddities that were one off marketing items?two-way passing mirrors, stop light finders, etc).
?
A Thousand Items and Counting
?All you need is a little imagination to create your own display,? says Brinneman. ?I once met an elderly gentleman with a 1920s automobile in his living room. He didn?t live in a large house but loved the car so much that he convinced his wife to let him display it in the house. Can you imagine??
Brinneman has been married to Karen for 18 years. ?She?s put up with a lot!? he says. ?At one point she referred to it as my obsession, and admittedly it did consume a little too much of my time. It took her a while to admit she enjoys the final product.? He and his very tolerant wife share a home with about 150 signs. ?Someone asked me several years ago how many signs I owned and I made a guess of about 75. I had no idea that I actually owned twice that amount! With all of my ?smalls? ? collectibles that don?t take up much room ? the estimate is close to 1,000 items.?
Brinneman?s purchases have slowed considerably, but he still looks whenever he gets a chance. ?My collection is fairly mature at this point and I don?t have much room left. There are some specific items I?m still looking for ? Houston Oil Company of Texas, Sinclair Aircraft Sign, etc. I took up the hobby when items could still be found at the source (they still can, just not as much). That?s where the fun is ? finding it at the source! I always say anyone can buy a collection, but the fun is in hunting down the pieces! It?s a rush when that garage or barn door opens up and you find something cool. It doesn?t have to be valuable to be cool!?
People often ask Brinneman how he knows what to pay or what to buy. ?The answer is easy,? he says. ?Only buy things you like and pay what you think is fair. The only person?s opinion you need to consider is your spouse.? He and Karen have two boys ? Jack, 10 and Garrett, 15 ? and both kids think the car stuff is cool. ?They?ve been drug along to many automotive swap meets, garage sales, picks, etc. They already have dibs on certain items, which means I?ll never sell them.?
There are specialty insurance companies that cover these special types of collections. ?My specialty classic auto insurance company (Hagerty) mentions in their ads that a car hobby is a lifestyle. They understand there is a crossover of people who have vintage cars and they also collect related memorabilia.?
As with any collectible field, some items are common while others are rare. ?My items have been purchased from many different sources. Some were found at automotive swap meets, garage sales, estate sales, old defunct car dealerships, old bulk oil plants that distribute items to area service stations, etc.,? says Brinneman. ?Some items were found through networking. All of the items pictured are original and were used at service stations, car dealerships, etc.?
?
The ?Sign? of His Times
Sometimes a simple conversation can lead to a coveted find. Out of the blue, Brinneman received a call from a Houstonian who heard he collected Houston Oil Company items. It took a couple of months to close the deal, but in the end both parties were happy.
?My favorite piece is that Houston Gasoline sign. The Houston Oil Company of Texas was founded around the time of Spindletop, 1901,? says Brinneman. ?The history is still a little sketchy, but there weren?t many stations and not many signs were made ? in this case, probably less than a hundred. I?ve owned a few of these signs over the years, but am glad to own this one.?
Interestingly, most collectors end up finding and meeting each other at different events. The Houston area has its fair share of sign collectors and car enthusiasts. ?There have been some rivalries, mostly friendly,? says Brinneman. ?You learn to keep your cards close to your chest when working deals. If word gets out, you may lose to someone else. Sign collecting is especially competitive. For me it?s always been a hobby and not about the value of items. As I mentioned earlier, it?s the chase and find that makes it fun.?
All in all, collecting is a hobby that can be started at any age and on just about any budget. ?I just happen to have an interest in cars, but I?ve met people who collect buttons, sports memorabilia, telephone insulators, etc. It provides something to always look forward to, kind of like your next vacation,? says Brinneman. ?If you do your homework there will always be another opportunity just around the corner.?
No one knows when the next great find will materialize? but eventually it will. ?I?ve traveled tens of thousands of miles going on these treasure hunts. They don?t always pay off, but they are all memorable and I don?t regret any of them. I?ve made some great lifelong friends in the process.?

Today, heterosexuals in Europe are at particular risk of carrying HIV for so long that they remain undiagnosed until their immune system starts to fail and they become ill. An international study under the leadership of the HIV in Europe initiative has now revealed that a number of diseases, including herpes zoster and certain forms of cancer, should be on the list of indicators for having HIV - and thus serve to prompt health care professionals to suggest an HIV-test to their patients. The new results and guidelines are to be debated at a major international HIV conference in Copenhagen on 19th-20th March.
"At the HIV in Europe conference we will be discussing how to disseminate knowledge of the new HIV indicator diseases to non-HIV doctors and health care professionals across Europe," says Jens Lundgren, Co-chair of the HIV in Europe initiative.
He's also a Professor of Viral Diseases at Rigshospitalet and the Faculty of Health and Medical Sciences at the University of Copenhagen, where he heads the Copenhagen HIV Programme, one of the leading HIV/AIDS centres in the world.
Too many HIV-infected individuals are remain undiagnosed
Half of all people living with HIV are diagnosed very late in the course of their chronic HIV infection. People infected through heterosexual transmission now comprise 42 per cent of these late presenters, as a study of 90,000 Europeans tested HIV positive since 2.000 shows.
UNAIDS has estimated that 2,5 million Europeans carry an HIV infection, and as many as 900 000 of these, are still unaware of this. Inside EU the numbers are 800.000 infected with 250.000 undiagnosed.
Ton Coenen, co-chair of the HIV in Europe initiative, Director of Aids Funds and Soa AIDS Nederland suggests that since the HIV/AIDS issue is no longer high on the agenda in many European countries, and since people have to actively choose to be HIV-tested, many perhaps no longer consider going for a test if they have had unsafe sex.
However, the sooner HIV-infected individuals receive a diagnosis and start therapy, the greater are their chances of survival and their quality of life. And new research also shows therapy lowers the risk of passing the infection on to someone else.
"The currently situation shows that we need more effective testing strategies and guidelines," Ton Coenen continues. "More than 300 doctors, health care professionals, NGOs and health politicians from 40 European countries will be discussing this need at the conference on 19th and 20th of March, so we have the ideal forum for it."
Eight new HIV-defining diseases should warrant and HIV-test
"We already have a list of Aids defining diseases, the vast majority of which indicate a weak immune system. This is a symptom of HIV and should lead to an immediate HIV test," Professor Lundgren explains. "We nned to find people living with HIV sooner than is currently the case, but to do so requires that doctors and other health care professionals offer tests to people presenting with diseases indicative of a hidden and undiagnosed HIV infection earlier in the course of the disease."
The HIV in Europe initiative took up this challenge in 2009 and started the HIDES study (HIV Indicator Diseases Across Europe), which investigated eight new diseases and how often they proved to be signs of an undiagnosed HIV infection among the 3588 patients in the study.
"We could see that if an adult had a sexually transmitted infection, malignant lymphoma, cervical or anal cancer/dysplasia, herpes zoster, hepatitis B or C, ongoing mononucleosis-like illness, inexplicable, persistent decline in the number of circulating white blood cells, or seborrheic dermatitis/exanthema, the risk of HIV infection was so high that it would be cost-effectiveness for society to routinely offer them a test," Professor Lundgren says. He also emphasises that the new indicator diseases do not necessarily mean that the patient has HIV.
"But the incidence of HIV is greater for these eight indicator diseases and they should encourage health care professionals to offer the patient an HIV test. Draft guidelines on how to ensure this throughout Europe are one of the topics we need to debate and decide on, before they can be implemented."

LONDON (AP) ? Queen Elizabeth II's busy summer calendar just got a bit more crowded.
Buckingham Palace said the monarch will open both the 2012 Olympics and Paralympics this summer, signaling that both events will be celebrated as great state occasions ? something the British are famous for.
It is the first time the queen has opened the Paralympic Games, though she has often honored Paralympians for their achievements in the past.
Elizabeth and her husband, Prince Philip, will perform the ceremonial role at the 80,000-seat Olympic Stadium when the Olympic games begin on July 27, and for the Paralympic Games on Aug. 29.
"I think that this is great news for the games," said Tanni Grey Thompson, one of Britain's most successful Paralympic athletes, in an email. "I'm sure that it will make it very special for the athletes. It really raises it to another level."
The queen follows in the footsteps of her father, the late King George VI, who opened the 1948 London Olympics, and her great grandfather, King Edward VII, who opened the 1908 London Olympics. Elizabeth also opened the 1976 Games in Canada, where she is the head of state, while Philip did so on her behalf at Melbourne, Australia, in 1956.
The decision to open both ceremonies caps a very busy year for the queen, whose Diamond Jubilee this year marks her 60 years on the throne.
The monarch, 85, and Philip, 90, are planning an extensive tour of the United Kingdom during the celebrations, including visits to Scotland, Wales and Northern Ireland. Philip is planning to stick to the schedule despite his December heart scare, which required the insertion of a stent to keep his coronary arteries open.
At home, the celebrations will include a flotilla on the River Thames, a gala concert in front of Buckingham Palace (with headliners including Paul McCartney and Elton John) and a carriage procession through the streets of London following a service of thanksgiving.
Unlike earlier jubilee celebrations, the queen will send her children and grandchildren on official visits to many Commonwealth countries rather than undertake the strenuous voyages herself.
She will be busy at the palace, though. Elizabeth will open Buckingham Palace to visitors from June 30-July 8 to accommodate Olympic activities. The palace then will close for a few weeks ? until July 31 ? before opening to the public as is the monarch's usual summer practice.
Though it was long assumed that the queen, as head of state, would open the Olympics, her involvement in opening the Paralympics was not widely anticipated, as she normally takes her holiday at this time of year. Historian Hugo Vickers said that the decision reflects her interest in honoring the accomplishments of the athletes.
"They are going to be taken very seriously," he said of the games. "I think it's going to be great."
Some 4,200 athletes will take part in the Paralympics Games from Aug. 29 to Sept 9. The event marks the return of the games to their roots.
The Paralympics started in London in 1948 when injured veterans held the first disabled sport competition in archery.
